Boxers wanting to get paid Vs. doing it for the fans.
This is how it breaks down. $70.00 for each videogame. Let's say a company sells an estimate 1,000,000(1 million) games which = $70,000,000 (70 million)
Let's say some boxers ask for $25,000,000, others ask for $5,000,000 and fans want over a hundred boxers current, well known, legends, and Hall of Famers. A company would be taking a huge risk if production doesn't live up to what fans want. The companies may break even or lose money because fans wouldn't support it enough. Many boxers don't care about the bottom line and some feel a company is making money off their image and want to get paid.
It's going to be extremely hard for boxing fans to get the game they want if the game isn't selling enough to invest in getting all the boxers fans want.
A game selling well doesn't always have to do with who in the game but it's a plus if they have as many top and well known boxers as possible. The game has to also be as realistic/sim as possible. It needs to capture the depth of the sport of boxing.

Boxing fans and gamers keep asking for every boxer in the book but they have to realize a few things. Boxers are individual negotiations not like team sports. Boxers want to get paid the same way the company who is making the videogame. If boxers do it for fans; again the company will get paid and the boxer management will see this as a problem. The fact is you are going to have a group of boxers who don't mind having their image in a game. Then, there is another larger group who wants to get paid!
Boxing fans and gamers want what they want but they don't see the budget behind getting certain things done. I have been one of them individuals who wanted every boxer possible until I contacted these boxers and the families of dead boxers. It got crazy how money means more than keeping a boxer alive in fans minds and creating new fans. So, we can blame boxers, their management, their families, and the game companies.
I think a company can pull off getting every boxer that existed if they created reasonable priced DLC and boxers get paid off a percentage of the DLC sold. This way it's a win-win for a company,boxing fans and boxers.
